Yes, for tuition. A General, EWS or OBC student with family income below Rs 1 lakh gets the full tuition waived. SC, ST and PwD students pay no tuition either.

Merit Cum Means (MCM)
At least Rs 1,000 a month for 10 months, plus a refund of the remaining tuition for UG students. Up to 25% of the class, with CGPA and YGPA of 7.00 or above.
Free Messing
Free basic mess, no hostel rent and Rs 250 a month. For SC and ST students with family income up to Rs 5 lakh.
James Thomason Scholarship
Rs 25,000 a month for 10 months for an All India Rank up to 250 in recent JEE Advanced. Keep CGPA 8.0 to continue.
Dr. S.K. Goel and Mrs. Kusum Goel Scholarship
Rs 2.0 lakh a year for four B.Tech. first-year students with family income from Rs 5 lakh to Rs 6 lakh.
PG and Ph.D.
MoE assistantship for GATE-qualified M.Tech. students admitted within approved seats. Golden Girl Scheme fellowships are at par with the institute assistantship.
How Much Does the IIT Roorkee MCM Scholarship Pay?
The IIT Roorkee MCM scholarship pays at least Rs 1,000 a month for 10 months a year. UG students also get the rest of their tuition refunded. M.Sc. students get only the monthly amount. It is limited to 25% of the actual class strength and runs for the normal duration of the programme.

IIT Roorkee scholarship eligibility can change by year, so read the current notice. The waiver and free messing last for the normal duration of the programme. For dual degree courses they last up to the fourth year. The institute's FAQ says M.Tech., M.Sc. and Ph.D. students cannot get the fee waiver. M.Tech. and Ph.D. students cannot get the MCM either.
