Enhancing Quality Assurance in International Education: Insights from British Columbia’s Latest Framework

Canada’s province of British Columbia (BC) has recently initiated the second phase of its International Education Framework. This move aims to eliminate exploitative practices and enhance the postsecondary education quality. 

Announced on the 15th of July, 2024, this phase builds upon the foundational measures set up earlier this year. These steps are expected to considerably impact public and private institutions offering education to international students.

Key measures of phase 2

One of the key aspects of the framework is that institutions must deliver at least 50% of their programs in person. This shift towards in-person teaching is to ensure a more immersive and comprehensive learning experience for international students. This new framework also mandates that institutions possess the EQA (Education Quality Assurance) designation, comply with IRCC (Immigration, Refugees and Citizenship Canada) reporting, and provide unwavering support to international students.

The framework also introduces a new Code of Practice for EQA-designated institutions. This entails provisions for transparent marketing, accountability for education agents, clear tuition policies, academic support, housing assistance, and steps to take care of student health and safety.

Institution’s responses and future prospects

Most educational leaders in Canada have responded to this announcement with optimism and enthusiasm. A notable response emphasized that the measures will ensure a consistent and top-notch experience for international students across BC’s post-secondary educational sector. Another highlighted the government’s commitment to upholding high standards in education. 

Additionally, it was noted that the framework will fortify quality assurance across the international education sector, ensuring that international students receive the education they expect when choosing Canada as their study destination.

With the establishment of this new framework, public institutions will face a cap on international student enrollments at 30% of the student body. Private institutions will encounter increased fees, alignment requirements with the labor market, and mandates to manage student enrollment conforming to their infrastructure and resources.

Private training institutions, including language schools, will encounter increased government fees, superior program content standards, and improved student protections. These protections entail generous refund policies, mitigation of maximum terms on contracts, and a ban on high-pressure recruitment and sales tactics.

The path forward

Educational leaders in Canada are optimistic about the framework’s potential to enhance the integrity of BC’s international education sector. There is a strong emphasis on continuous engagement and regular site visits to ascertain that institutions operate as genuine entities. 

Additionally, prominent global leaders are advocating for increased collaboration between public and private institutions, streamlined visa processes, regular feedback mechanisms, and support for the professional development of educators and staff.
